Almost most of Japan built vessels for a domestic trade are not built for Internatinal Trade. Therefore, there are some additional items (investments) required in order for the vessel to be able to sail in International trade without problems such as PSC detension or being unable to enroll into classification (IACS).
PSC inspection is getting strict every year. PSC's goal is to eliminate substadard vessels. It is not a era for substandard vessels to enjoy free sailing. If someone tells you no problem since there was no problem in past, it is better to be skeptical. Japan built vessels for a domestic trade is very different from other second hand vessels already sailing for Internatinal trade under IACS members. Japanese second hand vessels originally for a domestic trading are likely to be substandard vessels without satisfying requirements by International conventions.
